Discrimination Laws, Labor Laws, Employment Laws?

I need to know what laws are being violated and what steps should be taken, My wife's place of work she is getting harassed by a manager he yells at her and has yanked her out of the car in front of me he calls her really bad racial slurs and says he should fire her because of her race, he has made her cry at work and while she was crying he yelled at her and said " I'm here to get rid of people like you' and he has done several other things, he has now been deducting her pay, She and I have brought it up to the oter managers the head and the owner, and nothing has been done I filed a report to there headquarters 2 weeks ago and nothing is yet to happen, can you guys help me out with what I should do and what laws they are violating etc?
