Can I legally do this?? renter question?

We have been renting an apt since Nov and have been asking maintenance and managers to install screens on our windows since than. The manager won't return our calls or messages and maintenance keeps saying he needs the manager to buy the material. We just keep getting the run around...for almost 8 months now. Can we install screens ourselves and deduct the cost from our rent? Thank you and God Bless!
