Why does my horse sway his head?

I was at the barn, and my horse seemed as if he couldnt decide weather to come to me or not. He would sway his head towards me and then to the open barn door, after a while he finally walked towards me, Was he deciding what to do, or was this a whole different situation? Thanks in advance. (Oh, and im 13)
